Based in the South Bronx, we manage buildings throughout New York City.
We also develop and build multi-family residential housing throughout the City, specializing in affordable, supportive, and transitional housing. We have worked with a variety of public and private funding sources to fund our past projects.

Foxy Management, LTD. is a New York-based full-service property management company specializing in affordable housing. Our knowledgeable, multi-lingual staff has been committed to providing safe, well-run affordable housing to thousands of New Yorkers and their families for over 20 years.
Managing properties for both private and not-for-profit owners, we use careful budgeting, preventative maintenance, and strategic planning to maximize the value of our clients' investments. Our expertise is the product of continuing education combined with meaningful relationships with community and non-profit groups, local vendors, service providers, elected officials, and all levels of government agencies.
Many of our buildings were developed using funds from the NYC Housing Development Corporation (HDC), the NYC Department of Housing Preservation & Development (HPD), syndication of Federal Low Income Housing Tax Credits and HUD. Many of our tenants receive Section 8 subsidies, public assistance, and a variety of other subsidies. Our staff is experienced, certified, and knowledgeable with respect to all related compliance requirements.

We are a New York-based real estate development company, specializing in affordable and supportive housing. Our projects in the Bronx, Harlem, the Lower East Side, and Brooklyn have proven time and again that we build housing that is both profitable and beneficial to the neighborhoods in which we live and work.
As we have grown as a company, so have our projects grown in size and complexity. We have worked on developing properties at the City and State level, and utilized a range of different financing sources including tax-exempt bond financing, HDC and HPD LAMP/MIRP loans, specialized grants, and Low Income Housing Tax Credits, among others.
Our projects include ground-up development, gut rehabs, and the refinancing of older projects in need of repair or subject to non-market debt service.
We have worked closely with the NYC Housing Development Corporation (HDC), the NYC Department of Housing Preservation and Development (HPD), the New York State Housing Finance Agency (HFA), the US Department of Housing and Urban Development (HUD), and various equity syndicators.

Shelly Fox - President and CEO
Shelly has over 20 years experience building, rehabilitating, and developing properties in and with the City of New York, and has been working in the affordable housing community since 1997.
Shelly’ has a proven track record of finding creative solutions to difficult problems. His experience as a general contractor adds to his ability to effectively oversee development projects and to understand the issues that older buildings face from both a management and a rehab perspective, while his experience as an accountant gives him unique insight into the financial side.
Prior to developing and managing properties in New York City, Shelly engaged in several entrepreneurial ventures, including founding an employee leasing firm. Prior to that, he was the Vice President of Finance of Cosmopolitan/Norrell for, during which time he oversaw several City contracts and was an integral part in taking the company public.
Shelly is Quadel©-certified in Low Income Housing Tax Credit Compliance (TaCCs©) and Assisted Housing Management, and is a Certified Public Accountant.
He holds a Bachelors of Science Degree in Business from CUNY - Baruch College.

Jeff Fox - Executive Vice President and Chief Operating Officer
Jeff joined his father in the Spring of 2009 after 6 years practicing corporate law at Skadden Arps Slate Meagher & Flom, LLP and Gunderson Dettmer Stough Villeneuve Franklin & Hachigian, LLP. At Skadden, Jeff primarily worked on large merger & acquisition transactions and both private and public equity deals. At Gunderson, Jeff turned his focus to a boutique private equity and venture capital practice. He brings this breadth of experience and expertise to the affordable housing community.
Jeff is Quadel©-certified in Low Income Housing Tax Credit Compliance (TaCCs©) and Assisted Housing Management (AHM©), and is a member of the New York State Bar.
Jeff holds a Bachelors Degree in Accounting from American University and a Juris Doctor from Georgetown University Law Center.
Ana Rodriguez - Vice President of Operations
Ana has over 20 years experience as a property manager. She is Quadel©-certified in Low Income Housing Tax Credit Compliance (TaCCs©) and Assisted Housing Management (AHM©), is a licensed real estate broker and notary public.
Prior to joining Foxy in 2000, Ana was a spent 5 years as a property manager at each of New Settlement Apartments and Ashton Management.
Ana is a South Bronx native and speaks English and Spanish fluently.
Mayra Martinez - Vice President of Finance
Mayra has over 25 years experience in accounting and property management. Prior to joining Foxy, Mayra spent 3 years as the Controller of RMA. Before that, she spent 3 years at Manhattan North, 5 years at Nutmeg Management, and 10 years at Boruch Greisman, where she gained finance experience in residential and commercial property management across the 5 boroughs.
Mayra graduated Magna Cum Laude from La Universidad Nacional Pedro Henriquez Urena de Santo Domingo where she received a degree in accounting. She is a Certified Public Accountant in Santo Domingo.
Mayra was born and raiesed in Santo Domingo, and currently lives with her husband in Washington Heights. She speaks both English and Spanish fluently.
